The key points from several discussions on this subject appear to be that the Montgomery Ward catalogue listed these items as for sale to women, girls and boys up to 14 years old in 1895 but by 1896 the catalogue had begun to advertise them to men.

Calico Outlaw referenced an 1895 medical journal as saying that men had been wearing these undergarments for years but infrequently and then mostly for horseback use. The article does not give the impression that they had been in use by men for many years or that their use was in any way common in 1895.
